User with 'admin' account cannot see the gears on the Filters tab. I've granted the account every privilege granted to [Full Access],
which can see them, but still no joy. What factor could hide them?

Sorry to hear you're having troubles seeing the gear buttons in the Filters tab. These can be hidden in your CSS settings using the "fa-cog" selector, so it's likely that this is what's hiding it in your solution.
